01 heritage softail starting issues
owner was trying to start bike after long storage bike would turn over but not start then the bike quit turning over but all the lights and everything worked was told to replace the starter relay and did that but it did not help checked all the wiring and all is good there voltages to both side of the relay are good if I jump around the relay the bike starts and runs fine my question is could the security system cause this or am I missing another connection that could be the problem please any advice or suggestions other than take the bike to the dealer as the owner can not afford that

Welcome to the Forum and good for you to try and help your friend.
I'm not very familiar with Softails but looked at schematics here:

Looks like the ground for the start relay is controlled by the TSSM so it could be the security system but odd it would crank before. Have you replaced batteries in the fob and can he enter his pin manually? The procedure is in the owners manual.
Do you hear the start relay pickup when you push the start button? if not get a volt meter and pull the relay see if that pin gets 12V when when you push the button.
Good Luck
