Blinkers and brake light not working

Hi from the UK and welcome to HDF. Your bike doesn't come with a fuse panel, it has a number of circuit breakers. I don't think they cover rear lights only, so you have a different problem, assuming everything else on your bike works as it should.
I suspect there is no ground wire on your bike for your rear lights, so the problem may be as simple as rusty fixings and connectors not completing the circuit to your lights. Which is by way of pointing out that electrical problems like this are often mechanical. Check every connection for each light, pull each connector apart, clean, coat with dialectric grease and ensure it is tight. Follow your wiring back towards the battery. A multimeter will be useful, to check for continuity.
