Passing lights not working.
I noticed BOTH my passing lights on my Heritage Softail were out last night. Since it was both of them figured it probably was a fuse not bulbs.
Checked fuses today for continuity with my meter and all had continuity and none were blown I could see. Anyone know which fuse is for lights?
So fuses seem good so checked the toggle switch behind fork tin and switch seems ok and I have power to the switch.
So then off with the light cover bulb doesnt look blown and checking with my volt meter no power coming to the bulb . So I check all the wire I can and I can't see any rub spots or loose connection .
Anybody got any idea what might be going on? Is there something I missed?

1) have you checked properly that the bulb elements have continuity across them, as you say, it's unlikely both are blown, but worth checking.
2) I know you say it's a power problem to the bulbs, but...does your passing lamp shell have the earth wire running to it? they can suffer from bad earth issues., if so, temporarily hold a separate wire from the head lamp shell to a definite good earth and see if the bulb lights.
3)your power does come from them low beam power to the headlight and goes to the pass lamp toggle switch. Silly to ask, but you're not on high beam?
Because the power coming out of the toggle switch is on one wire and going to two bulbs. This means there has to be a two into one join/block connector behind the tins to do this. Is it possible that connector has come undone or if a solder join...broken?

If your headlight is working, it is not the fuse.
Check the voltage at the switch, both in the off and on position.
Read the voltage on both sides of the switch, don`t disconnect any terminals, everything must be connected (always check voltage on a circuit under load).
