ignition wiring

Default ignition wiring

Like the title states this a question about ignition wiring.
The bike is a 1994 FXSTC.
When I turn it One click right I get running lights. OK
My dilemma is,
When I turn one click left (ignition) I get headlight and running lights no ignition
When I turn two clicks left (lights) I get all lights plus ignition.
Seems as though the headlight and ignition are reversed, but not according to the manual. I might still change it.
I know it's mandatory to have the headlight on when running. I would change this but it's a safety issue so I'm good with it.
I've also noticed that the headlight blinks when turning from lights to ignition.
Does anyone see an issue with the blinking when I turn between lights and ignition?
Or swapping the headlight and ignition. I've found 4 different wiring diagrams
online.
