I found HD's bags online, but I am looking to spend less than 400 on some bags.
If anybody has found some decent bags, please let me know where and how much.

dunno if its any help, but i knowsome people have fitted the max and willie slanted bags.
they maybe half the price.

Right, the W&M Compact Slants will fit without relocating the tail lights. They are ALOT cheaper than aything HD sells, but are synthetic vs actual leather, if that matters...

River roads plain jane no frills under 100 bucks. I bought the slanted ones and they fit perfectly only issue is that they will rub the paint a little on the upper belt guard but I leave mine on the bike all the time anyhow so its not an issue.

well I've never tried it without the pillion so I can't tell you how to work that out. But they just hang out over the fender. and the signals hold them in place.

I would get a luggage rack so they do not rub the fender, but yes, they just go over the top of the fender. See picture for an example
