My 07 Ultra did the same thing while on a trip.
The bike cranked good and ran good but would not drop below 2,500 rpms.
Did it some on the second day then stopped on it's own.
I pulled the battery cables for about a hour to reboot.
Then checked all grounds and tightness of the battery cables.
Still did it from time to time but in short intervals, until
A friend that knows hd's inside out said it really is a normal thing to happen on some of the 07's. The when the engine is turned off and it is at a higher rpm the ecm will think that is the rpm is that high. It corrects itself though time.
After that I made sure it was on the correct idle and never had that problem again.
summary:
I am not saying this is the same as my bike was but it is worth a try. It's free and easy.

When you do go to clean it, put a clean rag in the intake behind the IAC to catch the gunk that comes out. Also, if you cycle the ignition a couple of times when you are spraying it the motor will move in and out and you'll get it cleaner doing that.
