This.
A cold chisel, correct size and length to fit into the space. Cut a groove into the side of the bolt head hitting it straight on then use that groove to drive the bolt (controlled hard hits) counter clockwise to loosen, then pliers or the Torx bit to finish. This is a second to last resort before chopping the bolt up with a Dremel.
