Thanks for all the help and suggestions. I ended up using a demel to grind off the head. There wasnt enough room where the bolt was located to use a hammer or anything to tap a new bit in. Hopefully now I can use a pair of vise grips and back the remaining part of the bolt out.
Not a lot of folks spend time on trying to remove that bracket because of the location of the bolts. Just leave it on. It's not going to hurt anything.
FYI, mine is still in place from my exhaust upgrade years ago from 2-2, to 2-1 thunderheader
I remember when I did mine there was a member loaning out the tool designed to remove those two bolts. He was a great guy for doing so. Glad it worked out

Now I am curious, what kind of special tool does it take to remove a Torx bolt?

The orginial plan was to leave it on there but when I installed the new exhaust, the clearnace between the exhaust and bracket was very small so I thought it had to come off. So I went ahead and tried to remove the bracket. I was successful at getting the front two bolts out but had trouble with the back bolt. Yesterday, I was finally able to cut off the head of the bolt with a dremel and remove the remainig bolt with vise grips. It took alot longer than I expected, but I finally got it taken off.
"This single-end, flat wrench is 9-3/4in. long with a removable/replaceable shortened T-27 TORX bit.
Low profile design allows for easy access to the exhaust bracket in between the frame and the engine."
If the above sugestions fail and If you have a mig welder put your allen key or torx key into the bolt and tack weld them together and then back that bitch out.
