Not sure of the owner but it looks like a Le Pera Bare Bones Seat and the bars look like flat trackers. That is probably the best looking seat you can buy for your dyna, and in my opinion very uncomfortable as well. Gave mine to a friend because I couldn't ride for more than an hour at a time, but it did look great on the bike......

Seat is lepera as noted by the tag on the side that says "lepera"...

They look like standard superglide bars only mounted on 1" risers instead of the standard 3" angled risers

I switched my bars out to something similar. Hard to tell in the pics. They look like they are tilted down lower to make the rise look less. Mine are Nightrod bars that only have around 3" pullback and rise. You can pick them up cheap right at the dealer. I used 1.7" risers though. The lower shocks and chopped rear fender really helps with the look of it.

I'm sure it's this guys . Does look like my orginal nightrod Bars I had on the V . I went with a set of Iron bars myself but almost everyone with a Vrod swaps the bars out so plenty of used ones around if you go that route.

If you click onto one of the photos, it says "2005 Super Glide customized12 (Added by bamagreg on 02-28-2010 01:41 PM)", so I would check with "bamagreg".

That was going to be my next question, rear shocks and height. I'm loving the profile of this bike and I didn't think just swapping out the seat would give me this nice flow downward from the top of the bars to the end of the rear fender. Man I need to speak to the owner on this mini nip and tuck. I tried to contact him/her via PM and just waiting now. Thanks for the offer Crimson but I need to see what this rider used.
