Can you retrofit new Street Bob rims to an 06?

You have to use the correct installation kit, if you research this stuff you will find most Harley wheels interchange, here is an example of the same wheel fitting nearly all Dyna's from 200 to current.
If you can use the same install kit on the 00-05 Dyna AND the 00-07 Softail, obviously the wheel hub is the same.
With Harley you have to be able to read between the lines for interchangeability.

Nope! The Stock 1" bearings are too wide for the newer 25mm axle wheels.
You can get a 1" ID x 52mm OD x 15mm wide bearing ( http://www.vxb.com/page/bearings/PROD/Kit7940 ) and use your OEM 1" axle and wheel spacers on the rear. If I remember correctly the 1" axle will slide through the 25mm bearing spacers so you can use those spacers with the new 1" narrow bearings, check that they do before pressing the bearing in.
You will be going from a double row bearing to a single row bearing that is not as reliable and I recommend replacing the Rear 15mm bearing at every tire replacement!

Spacers and axles are the same for the '06/'07 OE mags and Wire wheels and also the same for '08 up mags and wire wheels as far as the SG-SB-Custom and LR are concerned. FB and WG are obviously different for the front and the FB and '10 up WG different on the rear as well.

Sometimes it is just not worth the effort to explain, the kits come with multiple spacers and other parts, that is how you adapt the particular wheel to a particular bike/axle.

To install an '09 Fat Boy rear on my '07 Street Bob I used the wide 1in. bearings. Had a machine shop trim the stock outside axle/wheel spacers to fit. I didn't need to replace my rear brake caliper with one for a 25mm axle.
The wider rear wheel required other custom changes, too.

By the way, in '08 H-D went with a 2 piece floating caliper and an integrated brake switch/banjo bolt @ the master on the rear in place of the fixed one piece caliper. So if you did want to use the 25mm axle on the rear of a pre '08 you would need the Axle-Spacers-Caliper-Caliper Bracket-Brake line and switch/bolt and you can not simply rebuild the '08 up caliper by replacing the piston o-rings, you have to replace each of the pistons.

The 25 mm and 1 inch bearings can be swapped. The wheels interchange. If you put 1 inch bearings in a 25 mm rim, or vice versa, you're golden. Exterior daimeter is same. Your axle and bearings will work. You'll have to make sure you have the right shims and spacers.

The diameter is the same but the width is 6mm wider for the 1" bearing and the '08 up wheels are not machined to the same depth to accept the wider bearings. Now you can use the Narrow 25mm with a 1" bearing wheel if you use the H-D wheel kit or a 1" x 52mm x 21 mm bearing that is floating around on e-bay.
