So what you will need is:
From Ace hardware 2 5/16 x 3" chrome threaded rod and 4 nuts total spent 1.75
Take and measure the original stud from the lower windshield and set the two nuts to that length
Tools*
Hacksaw
1/4 Allen key
Appropriate star bit for lower mount I went to advance auto parts and got both sets for less than 25 bucks a few years ago
Blue loc tite
2 each 1/2 inch wrenches

First thing was to remove the grommet out of the wire channel and very easily pull on the wire connector for the turn signal unplug it and route the wire from the area out thru the top of the triple tree*
Take and loosen the lock nut on the turn signal
Once this is loose take the 1/4 Allen key and loosen the barrel nut on the rear of the mount
Once loosened remove the turn signal from the bracket and set aside
You will need to remove the existing bracket but save the nut for to act as a spacer for the mirror stud
Now when taking the windshield bolt out you will have a washer and rubber grommet with spacer for windshield take off and save
Now the original turn signal stud is fine thread but the windshield bolt is course thread but to solve this take the piece of threaded rod and insert it go very slow to retap the threads once done set aside
Take the threaded rod apply a dap of blue loctite to the threads install the washer and grommet and install back where in the original mount location
Tighten with the nuts*
Take the original mount to help measure the length needed to mount the turn signal on the new stud
Use the hacksaw to cut off about an inch of the remaining rod and discard
Apply a dab of loctite to the threads and mount the turn signal once aligned tighten the locknut
Route the cable from the turn signal thru the small hole just behind the new location up behind the head light and back to the Tyco lock. Push this back into the hole and reinstall the grommet. NOTE make sure you check which direction they come out had a pain of a time getting the right side back in
So here are the finished pictures. Total mod time was right about an hour
