FXDF Rear Caliper ??? Confused

Default FXDF Rear Caliper ??? Confused

Just been cleaning my bike and i have notice the rear caliper will move up and down on a pivot even though both bolts that hold the caliper on are done up to the correct tourqe setting is this supposed to happen ? i cant do them up any more i have tried.
I have looked in my service manual and it does not mention this i dont want to ride it like this if it is not correct for obvious reasons.

your bike has a floating rear rotor, the front is fixed
