Mine don't flop. I installed Velcro on the back of the bag and the battery box/electrical box.
They come with a tether at the bottom of each bag. It's intended to tie to stuff under the bag and prevent flopping. I never used the tether and went straight to the Velcro. I also cut a 20" x 2" strip of 1/8" plastic that I folded into a "U" shape. I stuffed the "U" into the the bag to keep it stiff.
