You might want to re-consider the complete removal of your turns.
Since every state accepts money from the Feds for highway improvements and everything else under the sun related to roads and vehicles, States accepting such federal monies (read all 50) must agree to adopt NHTSA policy regarding vehicle safety standards. (States can adopt more restrictive measures than NHTSA.)
One of those NHTSA regulations...it is illegal to remove any safety equipment if such was installed by the manufacturer. It doesn't mean you can't replace or relocate, simply that it is illegal to ride on a public highway without turns on your scooter.
You probably will not get a lot grief from an LEO, unless he is looking for that specific violation. If your state requires an annual safety inspection, passing the inspection will be problematic without turns.
