I've done it on an '08 Street Bob with the 2009 and newer Road King fender. This is different than your situation. Search for member SURFOR Chop as he has done this on an '05 Dyna. You can also read through the FL-Dyna Interest Group.
My father is also in the middle of a FL-Dyna project with an '05 Dyna. Here is a picture of his. I live 1,600 miles away from him (so I don't know the details) but as you see, it can and has been done.

Well most of the fenders will fit if you weld up existing holes, position the fender where you want it and drill new holes. You might even want to use some backing material where the new holes are for added strength. Then just prep and refinish the fender to match what your doing.
Usually depends on how or what you want for the outcome of the fender.

That's about all I did to mine. I filled all the holes that were there, positioned it and marked where the holes were. Once I drilled them I found I was way off so I filled them again and drilled them again and this time it was much better. Be patient and take your time it'll be no big deal.
