Try a cordless drill with a 1/4 inch extension, woble joint and a allen head. I have found that set up on the impact numbers will take a lot of things lose. I also like to use them with the impact set low to speed start a lot of things. In the wind.

If you cut an allen wrench so you can make a direct hit on it with a hammer. Put a wrench on the allen to turn it while striking the end of the allen with the hammer it will work as well as an impact tool.

Thank you all so much for the advice. I woke up early this AM determined to get the belt guard off. I did strip it too far last night so I tried a couple larger allen wrench heads while heating it up. No dice. I ended up trying to drill it out with my cordless drill. I drilled a hole through the whole bold and it is still in there. I worked on it for at least an hour and a half this morning trying different things. I'm gonna take my console cover up to the dealer today to get sent off to who they contract their powder coating with. I'm gonna ask the service department and see what they say. My problem is it should not be this hard to get a belt cover off. I know I stripped it and probably made it worse by what I did this morning but now its gonna cost me money just to get the guard off. This kind of thing drives me nuts with HD parts.

when using allen wrenches, drivers or torx's, first make dam sure that your using the right size. dont grab a .mm instead of an sae (been there) dont grab a 25 torx when it required a 27. make dam sure the allen or torx tool is seatted all the way down into the fastener. always keep downward pressure when busting things loose. And when you get things apart dont "F" it up by over tightening. a torque wrench can be your best friend

Well, since you have drilled through the bolt, can try to use the reverse setting on the drill using a larger bit or jam a allen wrench in it and that may be able to loosen it (the drilling should have released enough pressure but maybe then went a bit crazy on the loctite). Or get a bolt extractor, its just a reverse screw bit and trying unscrewing it. Of course with my luck on extractors, they have snapped off making it worse.

+1 Solid gold advice! My FXD has a mixture of SAE and metric fasteners. Allen heads are a bear because most allen wrenches don't have the size stamped on them. When it comes time to put tools away, be really careful to return the allen wrenches to the correct pouch. "Usually" the only way to strip an allen head bolt is by using the wrong size (SAE/metric) wrench. ynots advice on torx head is right on aim too. You can often remove a 27T bolt with a 25T wrench, they're that close in size, but you'll strip the bolt head eventually. I have some fasteners due for replacement... for the same reason. Used to be a guy could eyeball a hex head bolt with 100% accuracy. Now with metric, allen, torx heads, it's a crap shoot and I often make return trips to the tool box.

Well here's the latest. I did end up making it worse by drilling. I ended up taking up to the stealer. Mine is pretty good to me so I have no problem going to them for advice and if the price is right, letting them fix it. Anyway, they are going to take it off for me and powder coat it wrinkle black. While I was up there I saw this pulley (see photo below) and went ahead and purchased it too. So in the long run, I was trying to save some money by taking off my center console and upper belt guard to get powder coated for $45 each. Now I end up spending more money.......I'm such a sucker but I love my Harley and this is my stress relief from everyday life so I told myself "What the heck, keep on adding mods!"
