as I recall there was another thread about this a while back and the reason was that the owner was retiring, the deal to sell the place fell through and another buyer had not stepped up. HD has been court ordered NOT to enforce these new rules and even if there could there will always be someone looking for another angle to ply their trade.

 

Sad to hear of a shop closing up shop. Sign of the times? Maybe.
