Can a Wide Glide suspension be raised without changing stock shocks?

All,

I pulled this from the press release when the new Wide Glides were announced:

"The new Wide Glide includes a modified, lowered suspension--moving the seat two inches lower than previous models."

Is it possible this is means more than just shorter shocks?
