That is a nice HD fender... maybe a bit too much HD as thegrants82 suggests though.
The wide glide and nightster both have just the two signals as their brake lights. They are pretty damn bright, and the ness LEDs should be brighter.
I'm glad to hear that they aren't reliant on the tail light to function as runner/brake lights.
For the medallion, I am thinking of using the ***** G gas cap medallion to cover the hole. It should be large enough to cover the big hole and the top screw hole for the tail light. I will try to find small black caps for the bottom tail light screw holes. I'll post pics when it's done, but it may be a while because I am also stripping several parts off the bike for powder...

Just to give you an idea that you might like, but I am ditching my 2010 Street Bob rear fender for a 2006-2008 fender and molding in a tail light w/ LED lightning kit for it on mine. I have already fabricated a bracket to relocate my license plate to my harley rigid locking bags. I am going with the same HDMC logo but staying with my vivid black with true flames air brushed paint job:

I can't take credit for this because this isn't my work. It is a very time comsuming and detailed project and I wish I had the talent of the person that did this fender (Chris Cofield of CC Custom Graphics). I am dropping my bike off to him this Saturday to start my custom paint job (front fender, batwing fairing, tank). And then phase two of the project will be the rear fender with molded tail light and custom paint job, spring of 2012. But here is a detailed how to project list that he did up on it, just to show you the behind the scenes on it:

I narrowed, re-radiused, trimmed, frenched in a license plate, prepped and painted a fender a few months ago, so have some idea of the complexities, but this stuff just blows my mind!
