Yes, it is the holes on the brake rotor. My bike started making that sound after a few years of quiet. The fix:
Using a Dremel to drive a cone-shaped stone on a flexible extension, chamfer each vent hole, both sides of the rotor. My stock wheel allowed sufficient access between its spokes so there was no need for me to remove anything from the bike.
You don't have to perfectly chamfer the entire hole; just de-burr the 'cutting' edge, the portion of the hole that approches the brake pad LAST during forward rotation.
Wipe with a dry cloth, test ride, and be amazed at this ten-minute fix. If you're squeamish about such surgery, then get used to the sound.
