can you remove the passenger peg brackets?

Default can you remove the passenger peg brackets?
I have a 96 Wideglide, I noticed that on the right side the passenger peg bracket actually has a piece that seems to go between the frame under the bike. Are you able to safely remove this without loosing stability? Anyone done this yet?
