Dealership obviously failed to put any fluid back in the primary after reassembly. Never went back.
Not putting this here for you but for those who may be doing this for the first time. A TC88b motor primary on a Softail will hold exactly one quart too much past the normal full level at the bottom of the clutch hub. The owners' manual and the service manual I have seen really do a poor job of showing the fill point for the primary.

I wasn't aware of that, but I had drained and refilled it a few months before and have done it again twice since. With one quart in it (level on the lift) it just comes up to the bottom of the lip. You might be able to get another two ounces in it, but no more. On the jiffy stand, I could see how you could overfill it, but I have never filled it on the jiffy stand.
