it rotates in the cap, this correct?

This is correct, it hangs plumb to earth to check oil while on side stand. But I thought you were talking about one of your friends

Not sure about the 03 Dyna but that's how mine is on my 07.

If you are talking about your own dipstick then no it shouldn't be rotating and I have no idea why yours is in your cap, I keep mine in my pants.

and I can't find the transmission dipstick it talks about in the manual

It should be right near the oil dipstick. Mine is not a hand screw cap deal. You have to take an allen wrench to it to unscrew it. Similar to this


They do make a replacement that you can use your hand to unscrew it.

when I get the courage to walk back out to my 112 degree garage (thats what it said on my thermo in there........lol) I'll take a look

mine doesn't look like that. oil dipstick is towards the front, and theres just a rubber crossover hose there.

It's on your transmission side cover, just above where the clutch cable goes into it. It takes a 3/8 allen wrench to take it out. You need to have the bike upright when you check it, and not on the kickstand. It's just the opposite from checking engine the oil. The engine oil you check it with it resting on the kickstand. That's how my 01 is anyway. I would think your 03 would be the same.

Oh also, when checking your trans. oil. You only put the little dipstick back in where it's resting against the threads, then check it. You don't have to screw it back in to check it.
