What is this and why is it covered in oil?

Thank you all!!
Yeah no oil cooler on this yet. I've been thinking of getting one.
I cleaned it all up last night and will watch it. I didn't realize that's where the motor mount was. That's what is covered in oil, not the regulator. The rubber around it looks pretty chewed up too.
Thanks again!

Replace it. You will notice less vibes. Then keep oil off the new one. I clean mine with simple green or brakekleen and rinse with warm water after each oil change. Oil degrades the rubber very quickly and since the oil filter drains onto that part when changed it should be cleaned every time.
It vibrates a hell of a lot more than it used to. How big of a deal is it to change? What kind of tools, etc do I need? I don't have much.
- nevermind, I just did a search. Looks like someone else is gonna have to do it.

"... does it look like it needs to be replaced? "
For comparison purposes, here is a Dyna isolator with 2500 miles on it. The rubber block is a solid 1/2" thick, and its shape is very rectangular. You can see how yours has compressed/softened over time and is starting to spread out, and I would hazard a guess and say it's probably not absorbing vibes and keeping the motor in place like it used to. The isolator is not terribly hard to replace, but the darned thing ain't cheap (it's a Harley!). If you have a lot of mileage and time on yours, replacement is the proper cure, but it's still your call.
