I used to have the same problem with my '09 Bob. Not only did it lean, but when I took my hands off the bars the bike would actually veer to the left. Being my first Harley, I assumed this may be normal because of the huge primary hanging off the side. I took the forks apart to powder the lowers last winter and found that the left fork oil level (the side I was leaning too) was considerably lower than the right. Rebuilt the forks and made sure both had the same amount of oil and now the bike rides straight and true.
I'm assuming the bike came from the factory with the low fork oil condition because it rode like that from day one. I would be willing to bet your problem is either in your forks or rear wheel alignment.

I turned the rear shocks all the way down, and also measured the front forks. Front forks are even. But bike is running a little straighter now. I plan to look into the wheel alighnment next tire change.
you should check it now.. all you need is a ruler... if its out of alignment your wearing out your rear tire prematurely

I just found a pdf file explaining how to do it with fishing line and a rubber-band. Seems pretty simple and easy to do. I'll be doing it as soon as I get home from the sandbox.
