Anyone have any ideas?

When you say you took everything apart, what did you actually take apart?
The carb? or just removed tins? Did you get the choke reconnected properly?

Is this the first time you've had it out on the road this year? Carb could be gummed up a bit. I had a '99 fxd did something similiar. I put some gumout carb cleaner in the tank and squirrted some spray cleaner in the carb. Snapped her right out of it and actually ran smoother than it ever had.
Tell us about your '99, how long you had it?

make sure you didnt pinch the fuel lines with the hose clamp on the petcock, sounds like its not drawing enough fuel at 20% but when you open the carb its sucking enough to draw the fuel in.

I took the tins off and the carb. While waiting for the tins i put new gaskets on the carb.
