There is no labelled tach pin on any of the 2006 Dynas to the best of my knowledge. There is definitely not one in the service manual electrical schematics for my bike, the Street Bob.
Pin #3 on the ECM will definitely work and *some* people supposedly have had success with pin #3 on the back of the speedo so that may be worth a shot. Mine did NOT work when I attempted to get a signal off of the speedo. Both are undocumented but I can vouch for the pin on the ECM.
There is nothing attached to that pin, so there is no wire to splice into. You'll have to get one of the pins and crimp it on the tach signal wire and then disassemble the big electrical connector to add you new pin to it. It isn't hard though. 72076-00 is the part number for the electrical connector. It took the parts guy and me a while to determine which pin was the right pin, but he had them in little baggies and was able to sell them individually. I bought extras since I didn't have the specific crimping tool used for these things and was afraid I would tear a few up (and I did).

On page B-63 shows that pin#3 is for the tach output, that is the only page that shows it on the ecm.
