The only way I found to do it on any of my bikes with hard bags is to take the bags off. Otherwise its a real PITA and you really cant get everything nice and clean.

My method is to start with using my compressor to blow off what I can. Then I use a soft bristle brush I get from the dollar store to get off the caked on crap .. then of course soap and water.
