When the fluid in the primary is cold it will drag on the clutch plates. When the bike is warmed up it will roll fine in gear. NOT to worry as this is normal and NOT a dumb question. Paying attention to things like this shows that you are concerned that all is well with your scoot, Merry Christmas
Both my bikes do the exact same thing, always have. If you think about it tho, the primary fluid is only supposed to come up to the bottom of the clutch. Why does it cause drag then? The plates aren't in the fluid.
The plates may not be in the fluid but the fluid is in the plates. There's always some residual hanging around.

when mine is cold it is generraly difficult to put it in/find nuetral and I normally start it in gear> As soon as it starts neutral is easy to find. go figure / Works for me anyway, no starter issues yet in the two years I have owned her............knockin on wood,lol.
I had more drag in the cluches when I tried amsoil went back to HD primary oil.
Yes, that will give you less drag, but think about it. Your will also get more clutch wear. HD primary oil is cheap stuff. Royal Purple, Mobil1, AMSOIL all offer much better protection. I run the AMSOIL in all my cars and in my bikes.

I always put mine in neutral when I park it, that way it's always ready when I get back on.
