Which harley do you have?
If you have one of the touring models it is in the left saddle bag.
Look under the lid.

To my knowledge, there isn't one on Dyna models. Like so many Harley items, they want you to buy those extras.

I recommend Cruz tools. The tools are decent and their guarantee and customer service are excellent. I have an Outback'r that broke, I called the company and without a single question, they mailed me a replacement.

You don't ever have to work on them.

Is this true about the touring models? I just bought a 2010 Road King, and there was no tool kit anywhere... if it should've been there, I'll call the dealer and ask them for it.

No tools with Dynas......You get to make up your own kit or buy one. Its just part of the Harley Tax. Make sure you get a Service Manual!!!!! That way you can choose the kit or your own tools that will fit your needs and your bike.

Put your own tool kit together, and carry an air compressor and plug kit, for long trips. You will be glad u did. Not advocating riding a plugged tire forever, but it will let you limp to the dealer. Or at least get you somewhere where you have cell coverage so you can call your road assistance company. What, you don't have road assistance? Kidding, but do look into it. It will save the day...don't ask me how I know.
