What is an average price to pay to have the struts and hardware powdercoated?

His belt guard could either be powder coated or it could be a black one off an FXD.

I don't have a close up, but I rattle canned my covers wrinkle black to contrast with the vivid black fender. Pretty much the same idea as what you want to do. I wanted to keep some chrome so I left the sigs that way. For now, at least.

Powder them!!

You can remove the insides out of the turn signal housings. Then have them powder coated to match.

I use my front turn signals for my rears. The original rears were removed. I like the idea of the rubber gromets. I have since relocated the rear sigs to the front bolt hole of the strut cover.
