I don't know about a package, but I got everything for my 16's from J&P Cycles. Barnett Stealth +6 Cables, and the Goodridge 54" Black Brake Line, plus all washers, banjo fittings, and wire extensions.

Barnett makes good cables for a fair price. I had all my cables +10" for around $200

Do you need more then the clutch and throttle? That depends, if you are planning on not using you swtchhousing on your handle bars and are going to remove your front brake, then nope you dont need any thing else. But if you want the stretched UP stock look then yep you need everything, throttle, clutch, brake and wire extentions.
Not trying to be a smart ***, it just seem like a self answering question.
