My bike has the whole rocker box powder coated wrinkle black. I know it's not EXACTLY what you're looking for but might help ya out.
Who ever does this work will need to get to the rocker boxes via the tank so it's going to be a pricey mod unless you remove all those items yourself. I did mine with some other engine work so the removal labor wasn't an issue.

Forum member, Naz_man painted his whole motor while it was still in the frame. He posted some how-to's on it.
To paint the rockers, I'd suggest tank removal. The front rocker isn't that bad to get to but the rear stinks with the tank installed and to be honest there isn't a way to get the bolts out with the tank installed.
You'd want to scuff up the chrome pretty good then use a good primer and then paint with whatever you want.
Remember, you'd also need new gaskets.
