Stock Street Bob Handlebar Height

Stock Street Bob Handlebar Height
Does anyone have a stock Street Bob that can do a handlebar measurement for for me? We are getting some grief in our area of Canada over bar height and I'm just trying to educate our group and some cops on what is right and wrong. After I posted the correct way to measure bar height (according to Ontario Canada Law) people came back saying Street Bobs would not pass. I have a hard time believing the MoCo could market a bike that did not meet a provincial safety standard. Anyway, if someone would coupld post a measurement for me it would be much appreciated.
Our act states:
No part of the handlebar shall exceed a height of 15 inches above the uppermost portion of the operator’s seat when the seat is depressed by the weight of the operator.
So you measure from the front tip of the seat to the uppermost part of the bar.

I'm from ontario myself, I dont recall the measurement with my stock apes, but I do remember a dealership telling me that even the stock bars are above the limit, when I was considering bigger apes.
I ended up going with 14's and 2 inch risers, never get pulled over for just the bars, but the usually just give me a verbal warning.

I believe that is just the rise of the bars themselves from the base at the riser to the upper turn out ... I don't believe that figure takes into account the fact that the front of the seat is below the riser (according to the attached diagram) ....

You're correct. That just sounds like the height of the bars from base to turn out. I need someone to take a level from the turnout on the bars and measure up from the font tip of an OEM seat as per the diagram attached.
