The general rule is you need some type of fuel management if you change both the intake and the exhaust to free flowing types. If you change only one, the EFI can compensate. Bottom line is that either end (intake or exhaust will restrict the flow of air through the motor. It is when the flow increases that you need to change the air/fuel ratio.
I'd also add that if/when you want to extract more hp/tq by completing the stage 1 (free flowing intake and exhaust with fuel management), you'll want to change the A/C backing plate also.
