Tank panel flush with tank?

Question Tank panel flush with tank?

I was replacing my fuel vent line and when I put my tank dash panel back on, I noticed that the front portion does not sit flush on the tank of my Low Rider. Is this how it's supposed to sit? The portion on the top of the tank is flush, but not at the front where it curves down.

Its because of the wires.. at least on my 01 low..

I even took the fule vent out (temporarily) to see if that was doing it and it still wouldn't go flush on the front. It almost seems as though the curvature of the panel is not the same as the tank... but would Harley really do something like that? I have to wonder how much water gets in there when it's raining and how much damage that could cause.
