i blacked out the battery band and strut covers and i'm currently waiting on my lower legs, triple trees, and shocks to come back from pc. i have gloss black carlini apes waiting to go on and a gloss black wimmer air intake.
when all is said and done my bike will have the look you're describing: all blacked out save for pipes.
i have a chrome ring around my tail light and my fuel caps are chrome, so the pipes pick up the chrome from the front and the back, and i think it gives the bike a real balanced look while only being about 10% chrome.

Being a 'Fat' Bobber as opposed to a 'Street' Bobber... I'm still compelled to say that it's hard to get the 'maximum effect' of what you're describing WITHOUT PHOTOS!
I think a 'splash' of chrome/polished aluminum looks good on a black canvas. A 'splash' of chrome on the other side of the pipes (e.g. a chrome horn cover) adds a little balance.

I agree with a little chrome for contrast with the black motors...since I have the silver motor I went with black pipes, ac cover, horn cover, and derby cover to add some contrast to the silver as well as a satin black handlebar and mirrors.
I'm still thinkin' about either painting or powder coating the battery box band wrinkle black...
