Install it over the horn.

Turn the screw left to loosen it and turn it right to tighten it.

or counterclockwise to loosen or clockwise to tighten.

Since no one else is helping... use a socket, 6" extension and a ratchet.

Come on Guys! He might be trying to take it off by hand!
