Did mine without taking the rear mudguard off. A bit of a squeeze, but can be done.
The higher you mount the number plate, the more road grime you get on your back during wet weather.

Thanks for all the advice. I'm still undecided if i want to keep the bobtail fender or go with a chopped fender. I do think the tri bar dresses the tail up.
Anyone try to remove the reflector strip on the tri bar and mount your plate up higher? I've never seen one of theem in person to know if it is even possible.
