So, is that an apartment complex or condos? I ask because I was able to convince my condo board to grant me an exemption from the parking rules, thus allowing me to use an enclosed trailer as a garage. There is a lot to be said for the peace of mind involved in knowing your bike is safely locked behind walls (not vinyl). I'd use the degradation of your current cover as validation that you should be allowed to use a trailer to store your bike.
The shelter only needs to last three years until I am stationed back in the States.

I just got an email form them finally. They said they would ship out a new improved cover. But the problem is that I am no longer stationed at the old shipping address. NOw to see if they will ship it to me overseas.

Not a problem. When I bought the Wide Glide I thought I was going to retire soon (over 21 years in so far). But they offered me an assignment that I could not pass up. I just want to try to keep the WG looking as good as I can.

I bought the Bike Barn for the touring model, and it has held up real well this year. Made of marine grade canvas, galvanized poles and does not fold all the way to the ground. I anchored the base plate to concrete and the tie downs at the rear too. It has withstood 50-60 mph here in NM, duststorms, hails, and plain old rain. every time I open it up the bike is clean and dry. Drive in, park on the baseplate, close it and secure it. I am very satisfied with a well made product. I even have room to stand inside and do a little work on it, not too much though. Kind of wish I'd bought the Trike model, but I am pleased with it. I have that exact model also. And yes it is a good shelter. But they did not make the trike model prior to me being stationed overseas again. So I bought this model. Also the Bikebarn Trike model is not as wide as the Cycleshelter trike model. If I wanted to buy the Bikebarn trike model it would cost an arm and leg to ship it to me.

I'm considering the Cycleshell....only because it can be "folded in half" to a width just a few inches so it can be stored flat or easily transported without having to dis-assemble and then re-assemble any tubes or supports. It also comes equiped with a built in floor it to keep your bike up off the pavement/blacktop/dirt etc. In a pinch, you could even use it as an tent for camping/hunting/fishing etc ....seeings though it has a floor to keep you and your equipment dry and it's lockable. Drawback......it's a little pricy, but if you dont have a garage or cant build something permanent.. this is type of contraption is the next best thing I think.
