Are you just trying to mount the bags on your bike? After moving my rear sigs to the tail light area, I have a total of 4 holes in my struts. The easy brackets bolt 9.25" apart. My detachable sissy bar is 12" and change, but the bags are closet together. Here's an old pic of just the easy bracket posts on my 05' WG
I have that empty hole too where the bolt went for the turn sigs......do they sell a flat chrome plug for it as the bolts that were left over sit out too far to let the ez brackets slide into the docking ports.
H-D chrome hole plug (p/n 56239-93) (see pic) retails for $1.00 each at LSHD1.com (H-D price $1.25). Two of those will do the job!

I took that picture right after moving my sigs and installing the docking posts. Been a few mods and finishing touches since then. The plugs snap right in.
I thought of another possibility...use a dremmel to notch out the sideplates so they will fit around the rear mounting point of the barebacks. you may need to attach the bags 1st and then attach the sissy bar when putting on the bike, but, I think this might be very doable.
Sorry I never saw this thread. I did mine over a year ago. Just had to notch the plates and space out the rear bare back to match the front one since it sticks out further due to the front docking hardware for the sissybar.

You sent me these pics a while back, and that's what got me going down the right track. I'm almost finished, but I'm waiting for Joe (JRK) to mill me 2 spacers for my rear ez bracket post, but I think I've given up on him. (it's been 2 months and hasn't even returned my last PM )
I'll post pics if/when I find someone to make my last missing link to this saga.
