Default Best way to remove and replace neck bearing race?

Talking about the bottom one here. Replacing the race with one that has a built in tang for a hidden fork stop kit.

My guess is a dremel and cutoff wheel to cut through most of the old race and a cold chisel to finish it, but what about installing the new one?

I thought I might put the new race in the freezer over night, and maybe use threaded rod and a stack of tough washers on each end, then crank a nut down to pull it together.

Beyond taking the frame to an indie or the dealer, what would you suggest? I don't have an arbor press, and even if I did it would be difficult to do as the motor is still installed, making it heavy and awkward to try and maneuver into position.

thoughts?

On a previous bike I used a dumbbell bar and hammer, tapped it out from the opposite side. Then tapped in new one's with a socket and hammer.

I tried getting at it from the top with a drift punch, but there's not enough lip nor room to get the angle to catch what little lip there is

To remove race you need a hooked punch bar,you hold it,and another guy hits it w/a hummer from the top.
To install both races it's good ,like you said,to freeze them, and warm a little neck of the frame w/torch. Then punch it in with piece of aluminium rod.
