As far as I can tell, there is no clear coat on the Fat Bob wheels. As others have mentioned, try polishing them. I prefer Flitz...

If that doesn't work, you could get your wheels powdercoated.
You may also want to replace your rear brake pads. Lyndall makes some great pads that don't make much dust.

H-D OEM brake pads are pretty bad. They produce tons of dust and don't offer near as much stopping power as other brands of pads. The dust you're seeing is normal for H-D pads.
I put a set of Lyndall Gold brake pads on front and rear at 10,000 miles. I love them and highly recommend them. Search the forums for Lyndall and you'll find tons of reviews and see just how many people are running them.
They offer significantly more stopping power. Oh, and the brake dust virtually disappeared. They're worth looking into. And one of the best upgrades you can do for $50.

clean them wiht shout... same thing you use on cloths when they get a stain... spray it on, let it sit for a min and then brush it with some water and a brush... clean as new after you are done... however i would sugest just swapping out your pads and get some lindall racing pads... gold... brake better and have NO dust! they rock!!!

Wow, I've never seen my Fat Bob wheel get that bad. But I wash it every few weeks.
I use an automotive wheel cleaner that is labeled "All Wheels", or "Clear Coat Safe".
That way, you can be sure it won't damage your wheel. Just about any auto parts store that sells car care products should have it.
Spray it on, and use a soft bristle brush to loosen the brake dust. Hose it off good, and dry and it will look like a new wheel again.
