Trying to keep this as inexpensive as I can. I'm looking to do either an SE Stage I or Arlen Ness Big Sucker kit. If I were to take the SE route, could I just buy the backing plate and scrounge a K&N filter somewhere, or is there more that I'd need beyond that?
Likewise, if I were to go for the ANBS, is the only difference from the SE the filter itself, or is the backing plate different from the SE as well?
Yes, the part # for the k&n is HD-800. The backing plate (chrome) is $40 and the filter should run ya around $50 +/-. I actually found a used setup at a local indy. He sold me the chrome plate and hardware for $20, and a brand new k^n filter for $55. Total cost: $75.
someone put up a post a while back on how to mod the stock back plate to work and make your intake that way... another used a filter from autozone that looked pretty trick!
I did the AN Big Sucker. Look around on line. Think I got the chrome one for $120.00ish. Run it open with the end of the football. I'm real happy with it. Worth the $$
Can't imagine you can save that much putting pieces and parts together.

I'll sell ya my SE stage 1 intake and a round cover (chrome with an embossed bar & shield logo) for $150.

How many miles have you got on the A/C itself? I wouldn't need the cover, but could definitely use the backing plate, filter, and other necessary SE hardware.
