If you don't want to go the route I took then, yes, that's how it works. If this particular emblem has a solid back on it (not hollowed out), you could probably go straight to the tape without the mounting piece.

Another option to actually figure out what old emblems are available is to go to the HD website, search under accessories, keyword: NAMEPLATE.
They actually have the best prices that I have found. Who would have thought that you could get anything cheaper from HD!

The more I look the more I like. I like the AMF retro look. Actually though, I like the stock Bob nameplate better than the one on my Wide Glide.
