RE: which shocks for lowering a FXDB?
I have Progressive 11" 412-4041C shocks on my '07 FXDB. \\;\\\\\\;\\\\\\\\\\\\\\; Whether or not you install the Heady Duty shocks pretty much depends on how much 2-up riding you plan on doing. \\;\\\\\\;\\\\\\\\\\\\\\; If you're gonna do 50% or more of your riding 2-up, I would go with the Heady Duty shocks. \\;\\\\\\;\\\\\\\\\\\\\\; I never ride 2-up and weigh 160lbs so the standard shocks are great for me on first (lowest setting).

RE: which shocks for lowering a FXDB?
I went with the 11 inch Progressive 412's in HD (heavy duty). \\; Couldn't be happier with the decision. \\; Gives the bike the look I want and I haven't had any issues with bottoming out. \\; If I would have had the money and/or knowledge, I might have gone with the air shocks that JRK5892 suggested (he knows his stuff), but in order to save time and cash, I went with the Progressives. \\;
 \\;
I have a vivid black 2008 FXDB so I got the black shocks to match. \\; I weigh 200 and the lady friend goes about 140. \\; Shocks are set to the highest setting and we rarely (if ever) bottom out. \\; Possibly once or twice going over bumps, and ironically, it doesn't seem to be tire/fender but more fender/belt guard. \\; The only complaint I have is the shocks set to firm and my LePera Bare Bones seat and I am nearly back to the hardtail that I just got rid of.
