Unless he used red loc-tite and/or shmeared the entire bolt, you should be able to get it out. I loc-tite everything I bolt on but I usually only use blue. And much of what I have bolted on has been unbolted at one time or another and I got them out without a lot of extra force.
I'm sorry, I must admit I had a little snicker when I first read this...
Worst case, drill it out carefully and you may end up needing to buy a new seat nut and bolt. Probably the cheapest 2 OEM parts on your bike.

Agree with 2007fxdc. Use Lok-tite blue when in doubt (and always be in doubt). Thinks you think would never shake loose..shake loose. Good insurance.

The red loc-tite ( which is what it sounds like he used ) requires "localized heating" and probably an impact driver. if the head is already stripped ...well, that's probably game. Go to Sears and get a "screw out" kit , I have one and have used it with much success, it runs offyour drill in reverse digging into the screw head and removing it . it will obviously ruin the screw , so have a new one ready. They also make a "bolt out" kit for stripped bolt heads , although if you strip a bolt head....maybe you shouldn't be playing with your dad's tools!!!

Remember, this is only a seat screw we're talking about.
There's a little brass blind nut under the fender. If you can get the bike jacked up enough, you should be able to get a pair of pliers or vice grips on the blind nut, and then pull the screw. Until you stabilize the blind nut, you're spinning your wheels doing anything else.
