You may want to try http://www.easyholder.com That is what I use it is a bracket you mount under the mirror. A little pricey but has not failed me yet. You have velcro on the backof the pass and there is a piece that loops around have not had any problem with it in over two years. Works just abouteverytime I go thru the pass lane even at well above posted speed limits. I didnotice that it flashes real fast as compared to when I am in my truck.
Here in the Northern VA area they are using camera to catch the cheaters. Just make sure that you register any vehicles that you have to avoid the fines. Has worked for me few times already.

I've carried them in my jacket pocket, pants pocket, tail bag, trunk, saddlebags...
Never had an issue. Maybe our system in CA is different, but here it doesn't have to be visible, just available to RF.

Illinois came out with an IPASS for bikes. You can mount it anywhere on the bike or leave it in your fork bag, jacket, etc. The guy I talked to @ the state said he rides and it works in his bag. They cost $10 and you can get them from the web-site.

I just put mine in the upper right Breast pocket of my leather Jacket... worked fine. I would Imagine even a vest or shirt pocket would work too.

Had mine on with the Velcro supplied, hit a large bump and lost it. Now I just leave it in my tool pouch and it works fine there. No chance of losing it and no worry about someone swiping it while parked.

Seriously, DO NOT BOTHER buying ANYTHING to mount EZPASS on a motorcycle!!!!!!!

Put it in your pants pocket or your jacket. if your ez pass doesnt get read then you'll be billed because your plate is on file. Most of the time I don't even bother bringing my ez pass. it works out fine and I get billed correctly.

I've been riding this way for 5 years.

I know with my car if it doesn't read on the GWB or GSP I get a 25 dollar Administrative fee tacked on..... it's been waived but I had to return the letter with an explanation and request for waiver.

The ones we get here in CO are not weather proof so they have to be kept in a saddlebag/fork bag or on your person. They do have a license plate version but it is only offered to drivers of certain GM vehicles, as of 3 months ago anyway when I added my bike to my account.
