Banned only means someonecan't use the site from the same e-mail address. Another e-mail address for a new handle and someone is back in business, and probably laughing under their new metallic identity, at those mentioning their absence. They are normally more reserved the second time around as not to draw their attention to the admin and justify cause for an IP address trace.

I recognized hmmr/metal on about day two of his return.
(a few days after the banishment)

Mentioned it to him a few days ago,
and he ?wisely? did not reply.

IP address trace is not always effective.

You can post -from home, from work, from a friends house,
for that matter -from a porno studio.

He may have been just a spammer from the beginning...getting that pic posted with the website listed on it....if you look back he refers someone to the website when they asked a question about them on price instead of just answering the post. Of course I may be paranoid lol

My understanding (from some moderator experience I had) is that the IP address isn't a good way to trace anyone. Within a reasonable doubt yes, but not 100% accurate. Depending on when you post, the IP can change. OTOH you can post, and a few seconds later someone else that has the same ISP as you, can have the same IP number. All identical IP's mean is that you and an offender have the same ISP. Where Iwas amoderator, the site owner did ban a few IP numbers and we never had anyone complain about being unfairly banned, but you do run the risk of banning someone unfairly when you ban an IP. You could also have someone try to join up who is on that IP at the moment and they wouldn't get in. They could retry a few minutes later then get in and never have any trouble later on, or they could.
Usually you ban someone, and the biggest inconvenience or punishment is they have to use a different user name and are back to being a newbie.
