The plates to cover the holesare called "Recess covers" and the part number is 47531-06. Since you're relocating to the rear fender, you're going to need a couple of bolts as well.
Grip you sure they didn't come with your set. I bought the laydown license plate with the relocation kit and it had a strip of them in the box just for that reason as it tells you with that set to cut them off and put the new ones on.

I got the relocation kit that is a bar that clamps behind the plate frame, seems kinda cheap,( the bar, not the price),but it has the effect I want. No covers came with this set.
if ya buy the pins and connectors from harley shop it may run ya a ten spot...easy to do and put back together,,,done it 3 times latley changing out lights and such...its all good

I got the pin connectors at South East H.D. for 50cents each. Crimping at home is not the same way that they come on your bike. I cut half the back tail off so it would push into the plug. Everything is back together and works fine.
Now, I still need something to cover where the old mounts were. Hole covers are cheap, but this is two holes joined together, one smaller than the other. The third hole is for the bolt, this is where the saddlebag mount will go. Ideas?
GNIP - Since you are this far into it, I'd say: grind the paint, weld the holes, grind the welds, sand & prep, and then respray your tins. BE BOLD!!
